  4.     When Marine Lieut. Colonel William Higgins became the
  5. top-ranking American officer in the United Nations' observer
  6. group in Lebanon in June 1987, he had just completed a two-year
  7. stint as one of two military assistants to Defense Secretary
  8. Caspar Weinberger. He had been able to see almost every
  9. classified document that crossed Weinberger's desk. U.S.
  10. officials think Higgins was kidnaped simply because he was an
  11. American and not because of his background. But the fact that
  12. he had so recently served in a sensitive Pentagon job clearly
  13. increased the danger to Higgins once he fell into unfriendly
  14. hands. "He knew a great deal," says Weinberger. "He went with
  15. me to meetings on the progress of new weapons, meetings with
  16. foreign Ministers of Defense."

  18.     By 1987, when the posting in Lebanon opened, Higgins was
  19. anxious to get back to the field. No rule barred an officer
  20. with Higgins' top clearances from taking the job. But eight
  21. months after his arrival in Lebanon, he was kidnaped by
  22. Hizballah gunmen near the port city of Tyre. His captors, who
  23. quickly found out that he had worked for Weinberger, charged him
  24. with being a spy. In a videotape released a week after the
  25. kidnaping, Higgins appeared to have been physically abused.

  27.     Even as Higgins was being interrogated, however, the CIA
  28. and the Defense Intelligence Agency were preparing a damage
  29. assessment that concluded that information Higgins could give
  30. Hizballah was unlikely to harm U.S. security. He did not, for
  31. example, know the names of secret agents in the Middle East. No
  32. U.S. operations were changed as a result of the kidnaping. "The
  33. main danger was to Higgins," says an official familiar with the
  34. report. "It was a stupid posting."
